With the continued development of human society and economy, water is becoming a much more valuable strategic resource. Agriculture in the Tarim River basin is typical of desert oasis and irrigation, the amount of agricultural irrigation water accounts for 76 percent of the total usage, but water waste is very serious. So raising utilization of irrigation water is an effective method to solve the problem of water shortage in the Tarim River. SIDD (Self-management Irrigation and Drainage District) is a model of participatory irrigation management in China, which is recommended by the World Bank. When the World Bank begins its program, SIDD experiments are made in the Tarim River. Comparing SIDD with non-SIDD, the thesis analysizes the water usage and benefit. Data indicates that building SIDD can save water, enhance production and increase peasant's income; and the Water User Associations (WUA) can be self-managed through collecting water charges based on the cost. So the conclusion is that SIDD is feasible and has the value of being extended. The reasons for problems exposed in the experiments are found in the present irrigation management mechanism. For example, property rights are not clearly defined, the management is duplicated and low efficient, water price can't work as an economic lever, encouragement and restraint regime are not in place, investment is single sourced. Therefore, the thesis advocates for construction of institutional environment for developing SIDD, including government support, function transformation, reasonable water pricing, improving water conservancy, reforming water supply organization (WSO), improving WUA, establishment of property rights trade institution. The thesis also makes corresponding measurement and proposals.
