One of the Western Development Strategies of china is developing small towns while one of the measures we'll take is greatly developing township enterprises. In the western china there are many factors to limit the development of township enterprises. But the shortage of person with ability is most serious, especially in the era of knowledge-economy the competition among enterprises is the competition of person with ability in essence. The flow of person with ability, as an important part of exploration and management of the person with ability, of course should be paid more attention to. But because there are so few systematic research works about it and many people have misunderstandings of it, consequently the systematic research on the flow of person with ability in western township enterprises has its own theoretical value and momentous current significance.This thesis does some research on the rational flow of person with ability in western township enterprises from the angles of the management of man-power resources. It briefly states the general situation about the development of township enterprises, the management of man-power resources and the outflow of person with ability in western china. It briefly analyses the impediments which stands in the way of the flow of person with ability and the standards from which the rationality of person with ability flowing is judged. It puts forward that it is irrational that a large amount of unqualified persons pour in and many talented persons flow out in township enterprises in western regions, and that is the key problem. And it analyses the reason and the probable consequences of person with ability outflow in western township enterprises from 3 factors-individual, society and nation. At last, from microcosmic to macroscopic angles, it works out the preliminary plan against the outflow of person with ability in western township enterprises.
