The theory of Human Capital (HC) has made prodigious successes and resolved so many problems and contradictions so far. It has been the focus of study since it came into being, and will still be in the future. It is necessary for regional sustainable development (RSD) to enhance the quantity of HC (QHC) and elevate the constitution of HC (CHC), so this thesis probes into the human capital's supply-demand and the underpinning capability of human capital contributing to RSD from the point of view of the combination of regional economics, human geography and demography etc., taking Shantung Province, China as a case.Based on a sufficient analysis theoretically, the thesis makes a lot of quantitative studies. Summarily, the thesis probes into human capital's supply-demand and HC's underpinning capability to regional sustainable development and the mechanism during the process. Totally, the thesis is composed of five relevant parts as below.The first part is foreword. In this section, the research purpose and significance are given clearly. And it is believed that there is something both theoretically and practically to study on the underpinning capability of human capital to regional sustainable development. Specifically, the study will broaden the research areas of the theory of human capital as well as offer a new measure to the study on RSD with the theory of human capital, at the same time, the outcome of the study will also be a useful guidance that policy-makers can resort to.The second part is focused on the basis theoretically. The history and the main opinions of the theory of HC are reviewed, prominent characteristics are summarized and epurated, the intrinsic relation between the theory of HC and the theory of sustainable development comes up. Then based on all these, the significance of HC to regional sustainable development is expatiated and the behaviour mechanism is discussed.A case study is made in the third part and the fourth part, which are the principal parts of the thesis.The analysis on supply-demand of HC in Shantung Province is the main task of the third part. In this section, the author estimates the Quantity of HC (QHC) in Shantung in the year of 2000 by means of cost in cash, and then comes up with the concept of the Constitution of Human Capital (CHC) and analyses the CHC in 17 center cities in Shantung Province, thus, the supply characters of HC both in QHC and CHC are shown. And then the author establishes a regression model of production function only containing fixed assets andHC, by which the HC amounts of supply and demand in 2010 are estimated. Thereafter the thesis exposes the relation and the contradictions between supply and demand of HC. The main contradictions are as below, the want of QHC, the poor CHC, and the excessive regional differentia, which are followed with relative cause-analysis.The fourth part is aimed at the quantification of HC's underpinning capability to regional sustainable development in Shantung Province, and it is the thematic conclusion of the thesis. Firstly, the capability of SD in Shantung is evaluated, and then the thesis tries to find the restrictions. Secondly, the concept of HC's Underpinning Quotient to regional sustainable development (HUQ) is put forward, and HUQ in Shantung is quantified.The last section is devoted into according measures. Considering the great HC's significance to RSD and the poor situation of HC, to deal with which, the author comes up with a series of countermeasures such as incensement in HC investment, practice of loan policy on HC, establishment of efficient mechanism of HC operation, optimization the constitution of HC, proper development modes according to the situations of HC in different areas in Shantung Province. Those above are the framework and main contents of the thesis. It is not very safely to say that there is something in it, but it can probably induce more recognition of the significance of human capital and further study in this area, which will no doubt...
