Study On The Post-evaluation Theory And Methd For Public Investment Projects

This thesis mainly studies post-evaluation for the public investment projects. Firstly,the thesis discusses the existed problems of public investment project in China, and expatiates the necessaries of post-evaluating the public investment project. Secondly, the thesis illuminates the basic theory of post-evaluation for public investment project . As to the public investment project, the thesis mainly focuses on the conception, characteristics and scope of the public investment, and also the present scope of public investment project and its classifications in China. On the project post-evaluation, the thesis introduces its conception, characteristics, classification, and discusses its basic process, main content and its guideline system. Thirdly, the thesis probes into the guideline system of post-evaluation for the public investment project. According to the performance of the the public investment, the thesis studies such evaluative features on the project as highway, irrigation,hospital and school, establishes the evaluative standard systems of these four kinds of public investment projects, and introduces the post-evaluation methods with application to a school building. Lastly, the thesis conducts a comprehensive post-evaluation for the re-development project of Nankai hospital of Tianjin, and makes out comprehensive logical frame and table of degree of success.
