| At present, domestic automobile industry has increased by thirty percent for two years running. With quick development of automobile market, automobile and parts manufacturers of the world rushed into china to set produce base and global purchasing center. Many domestic vehicle manufacturers have established joint venture with overseas manufacturers, and many parts manufacturers have entered into global purchasing system of transnational corporation. It is necessary to introducing product, equipment and technology, but that is not enough because key problem can not be solved by them, such as competition ability at the core of the enterprise, so we must introduce advanced and scientific management methods and theory. It is one of the enterprise management strategy to establish scientific quality management system. In order to improve the quality of the products ,we must highten the level of level of the quality management ,so the thesis purposes seeking the ways suitable for raising management level of the enterprise , promoting quality management to form a new competition ability at the core as means and base stone of development of the enterprise.Through investigating and studying for the vehicle enterprises , analyses its internal characters and external surroundings and puts forward a concrete solution according to current situation of the enterprise of this kind. If various engine factory and parts & components suppliers want to get a position in the competition, it is a optimum decision of management strategy that they should establish quality system in compliance with ISO/TS 16949 standard and get accreditation from the third party. Simultaneously , this paper detailed describes some management ways by putting an example , in which deals with that one enterprise had established a quality management system in compliance with ISO/TS 16949 . As a result ,the enterprise achieves a good result . It is proved that the plan is feasible for the quality management of vehicle manufacturer.
