Purchasing and payment management is the management upon the purchasing activities in an enterprise to achieve the daily operations' and strategic objectives. The various expenses of purchasing and supplying and their relevant opportunities and influences are vital to an enterprise. For an enterprise, successful purchasing plays a key role in decreasing costs, reducing risks, improving efficiency, and enhancing competitiveness. At present, the importance of purchasing and payment management has received inadequate attention in the field of enterprises in China, and the understanding of purchasing and payment management of some enterprises is incomplete. In the process of high-speed development, Company B realizes the problems in the previous purchasing and payment system and reforms completely the entire purchasing system to adapt to the new circumstances and to consolidate its leading position in the industry of integrated bathroom.The thesis discusses how Company B establishes a purchasing organization to adapt to the strategic objectives of the Company; how the organization allocates the purchasing personnel who are qualified to meet the requirements of the Company; and how an impartial and reasonable supplier performance evaluation system is constituted to provide a scientific basis for Company's payment. The thesis introduces in detail and analyses the complete process that Company B establishes an efficient purchasing and payment system. First, the thesis discusses the theories of purchasing organizations, and analyses the structure problems in the previous purchasing organization, the process how Company B upgrades organizational structure and work flow to solve the problems and meet the requirements of the Company. Second, the thesis analyses the process how Company B formulates the responsibilities of purchasing positions and encourages purchasing personnel to devote themselves to add value to the Company by trainings and incentives. Last, the thesis elaborates the supplier management and payment system, and suggests supplier classifying and appraising methods suited to the present situation of Company B, and proposes supplier performance assessing methods and payment principles.The thesis is a research of combining the theories and methodology of modern purchasing management with the practices of the purchasing and payment management of Company B. The research finds the key problems that affect purchasing efficiency and appreciation capability and thus helps Company B meet the production requirements, and meanwhile, upgrade the purchasing and payment work flow, improve purchasing efficiency, decrease purchasing costs, reduce purchasing and financial risks, and enhancing the competitiveness of the Company.
