In this paper, the present situation of Chinese Post is analyzed and the primary reason to the difficult situation is figured out, which based on analyses of firm theory, enterprise strategic theory, as well as the primary characteristic of the era of New Economic. Furthermore, based on analysis strategically the interior resources and external conditions of post, building and fostering its core competence is the only solution of the present difficult of Chinese Post is carried out. In consequence, a strategic framework is put forward based on the core competence, which include relationship-specific investment and constant ability that is together through reformed management. According to this strategy, Chinese Post should choice low-cost strategy and differentiation strategy in different market, and should develop e-commerce and the three party logistics, and should grow up in the process of industrialization of agriculture. At last, the feasibility of this strategy is researched through examination the probability of Chinese Post's development in e-commerce and the three party logistics, and in the process of industrialization of agriculture.
