Research On Present Situation And Reform Ways Of Local Governments Administrative Examination And Approval System

The transformation of government function is the core of the administrative system reform in our country; the reform of administrative examination and approval system is the gap for transformation of the government function. To some degree the reform of administrative examination and approval system is concerned to the whole administrative system reform in our country. Local governments are the main parts that implement administrative examination and approval in our country. As a matter of fact, they are also places that exist problems. Yet the reform of the administrative examination and approval system has undergone for many years, it is difficult to go out of the predicament from start to finish. Hence, it is significant to analyze and do research on these problems and rebuild administrative examination and approval system under completely new international and domestic conditions. As for this , the paper analyzes the present situation of local governments administrative examination and approval system, and points out the obscure government role is the fundamental reason that causes the reform of the local government administrative examination and approval system falling into predicament. Then the paper observes some concept and practice of New Public Management, which aims to collect some useful ideas for the reform of local governments administrative examination and approval system in our country. Based on this, the paper raises some proposals of reform ways and institution innovation to reform of local governments administrative examination and approval system.
