Research On Problems Arising From Enterprises Cluster Of China Optoelectron Valley Of Wuhan

As a new format of current industrial organization, enterprises cluster puts up driving competitive advantages that attract attention of many countries and regions. Whether developed countries or developing countries in succession actualize cluster strategy for the sake of forming enterprises centralizing districts with eminent competitive advantages. Applying the theory of cluster, researching internal mechanism of cluster and exploring economic rule of high tech industry have definite directive meaning for our country to develop high tech industrial districts.China Optoelectron Valley of Wuhan (COV) is an important photoelectron information industry base of our country that has already gained noticeable success. Photoelectron industry cluster has already formed rudiment, which has exerted important effect for promoting convergent economy and strengthening regional nuclear competitive strength. But in the course there are many problems deserving earnest investigation and discussion. Basing the cognition the author applies the theory of cluster, uses for reference overseas advanced experience and analyzes the actuality of COV then puts forward material developing tactic of COV. The paper is composed of four chapters.In chapter 1 the author summarizes the theory of cluster that includes the basic concept, external demands of development and forming modes. The external demands of cluster are as follows: the need of dialectic unity of globalization and localization, the need of achieving national industrialization and obtaining national competitive strength, the need of development of productive mode and innovative pattern together with the newest outcome of reform of enterprises organization. Enterprises clusters commonly have six forming modes: forming cluster in the base of domestic relation and common culturebackground as well as forming high tech cluster by cooperation of universities, institutes and enterprises and so on.In chapter 2 the author analyzes competitive advantages of cluster that are product cost advantage, advantage of regional marketing, competitive advantage in market and strengthening regional innovative abilities.In chapter 3 the author first opens out economic benefits of high tech cluster that are externatitives, economics of scope, low cost and the relationship among industries. With that introduces successful experience of American Silicon Valley that is culture of Silicon Valley, venture capital, exoteric and netty production structure, perfect human capital system and benign mutually promoting relation of production teaching research. The experience takes on important apocalypse for our country to develop high tech enterprises clusters.Chapter 4 is the core of the paper. In the part, the author profoundly analyzes the actuality of COV, and then puts forward developing strategy. The author considers the problems arising from the construction of COV that are falling short of fund, lacking human resource, ignoring society capital as well as being short of dividing the work and cooperation. In order to solve the problems we must apply the theory of cluster, refer to experience of Silicon Valley and do more word on building well industrial culture, constructing multihierarchy capital market, actualizing intellectual stratagem and perfecting creative network organization.
