The economic competition of the 21st century is mainly a competition of the science and technology. The competition of enterprises is the competition that human resources develop and their latent energy fully utilize after all. Under present situation that human resources flow freely and the fight which contests talents grows more and more intensely, scientific and valid encouragement system of human resources, can attract and keep real talents only, and can give play to the staffs enthusiasm and creativity to the maximum extent. So the foundation and the operation of effective encouragement mechanism becomes the key of success or failure of one enterprise. At present, encouragement ways of enterprises mainly reflect the setting-up in material benefit; few enterprises have one encouragement mechanism that has intact theory and perfect system.Aiming to deficiencies existing in human resources encouragement at present, this paper designs out economic welfare encouragement, performance assessment encouragement and value satisfaction encouragement, which aim tothree kind desire--"have", "can", "kind" respectively. This three encouragementmechanisms connect each other, and combine together organically. They constitute the frame of management mechanism of human resources of enterprises. And ideological and political education is run through them, which have very strong realistic meanings.
