The salary system is a very important part of the government civil servant system and it is directly connected with the efficiency and equality of public administration as well as the stability of the staff and their enthusiasm for work. The current salary system of the government civil servants cannot adapt the rapid development of society as it is shown in the following aspect. First, it lacks the support of the scientific assessing mechanism. Second, the spiritual level of the government civil servants is overestimated. Third, the labour differences and professional differences are not presented in the salary management. Fourth, it ignores the differences between regional development and individual performance. Besides, the design of salary makeup and encouragement need to be improved. Finally, the value of talents is not presented as the salary system is divorced from the market mechanism.This paper does not mean a complete change of the current salary system, and the author analyzes the construction of government civil servants encouragement mechanism from the four aspects of criteria, structures, systems and forms so as to inherit the advantages of the present salary system and make some necessary development.The creative main innovation of this research is: Join the government to cure, the economy and results is three angles, from the macroscopic and microscopic view to improve existing salary standard, build up the valuation and the scientific assurance mechanism; Salary network carried on the structure adjustment to the current salary system, re- molded lengthways the salary post and rank and the horizontal salary job Class to constitute; Design reasonable of the salary index sign system can undulate freely with the market, become a kind of valid salary rising and falling mechanism-, Make people the center, further the norm turns and systematizes the public official's salary form in the foundation of the respect and comprehension person.
