Under the circumstances of the economic globalization and China's entry of WTO, China has stepped into the first stage of market economy system and Chinese enterprises have to face the worldwide competition. The key to survival of Chinese enterprises in the changing surroundings is whether the enterprises can sense the thread and the chance ahead, choose and work out the strategic measures of the development of Chinese enterprises, which can be carried out in the process of performance.Sino-alliance Group took the long-term commission of macroeconomic control during the planned economy period. The development surroundings of the enterprise is in super-stability. The enterprise finds itself in the growing competition of survival and future development, so the necessary measure to solve the current problem is to plan a set of development strategy specific to the enterprise.Sino-alliance Group is a large-sized state-owned enterprise with the drawn investment, the wide range of business. And the key issue is how to plan and work out a specific development plan.The paper focuses on the systematic study of the development strategy of Sino-alliance Group by analyzing the changing competition surroundings and competition ability of the group, which is based on the theory of enterprise development strategy and administration. By analyzing the changing competition surroundings, the main enemy of the enterprise development is the change of state policy and the opportunity is the development space offered by the sustained development of the macro-economy; by analyzing the branches and industries under the administration of the group, the exploration and development of electricity and real estate are the advantages of the group and the industries of MMA and the artificial graphite electrode are its disadvantages;by analyzing and estimating the resources of the group, the result is that the enterprise in poor condition . Based on the above analysis, the paper puts forward the development strategy and the five-year objectives of Sino-alliance Group, which is put into four aspects according to the current situation and the position of the group, namely: I. The guarantee of the new development strategy is set up the grand aim of its development and the enterprise culture. II. The new performance system of modern enterprises is set the management of property instead of function in order that the disadvantages of the state-owned enterprises would not spread to the branches of the group in the marketing competition while the advantages of state-owned enterprises is in the highlight position. III. The capital performance strategy fit to the "jump"styled development pattern of the group is to be put into practice. IV. The strategy of human resources exploration fitting to the group is to be taken.
