Experience in recent years' development and growth has help more and more state-owned enterprises realize that optimal human resource utilization and exploitation holds a crucial key to business competitiveness. An urgent task for these enterprises is to establish a comprehensive, rational and efficient system for human resource management. A core to such a system - performance management - has been recognized as the most important technology and process.CWZ Co. is a miniature state-owned machine-made company, who is over forty. Its main manufactures are numerical control machines with electric spark. Management of this company is faulty and performance management of it is almost non-existence due to laggard systems and rigid management styles. Performance management naturally became a crucial task in establishing an optimal human resource management system.I led a team on the performance management project of CWZ Company. We designed a performance management system and implemented it. The process effects our purposes. And it will be improved in the future.This thesis details design and implementation processes of CWZ Company's employee performance management system from five parts: theory of performance management, analyze the used system, design the new system, implementation it, summarization and evaluation. Such processes took advantage of comprehensivetheories and techniques, and took full consideration of the reality of a miniature state-owned machine-made business. The thesis summarizes and evaluates these processes. This paper is a helpful reference to similar enterprises.
