With the development of economy, private capital played a more important role in the economic growth in China. It is key to have the economic benefit and social benefit for the survival and the growth of an enterprise. But the benefit comes from the people, so more and more local companies recognise the importance of human resource management to maintain their continuous growth and development.Human resource management is a new cross subject, which involves the knowledge of organizational behaviour, economics, mathematics, psychology, operational research and so on. With the development of the study and practice on human resource management, human resource manager become a strategic partner to the executive, not just a follower. It is important for an organization to have a right strategy, but the execution of the strategy is more important. The execution of the strategy is based on employee's performance. So we say that the core of human resource management is to manage the performance. For the local companies, it is a big challenge for the human resource management to grasp a systematic performance management system, which is corresponding to the situation and the culture of the company. By this performance management system, the company can identify the employee's capability, motivate employee's potential and realize the strategy and the long-term business plan.The objective of this thesis is a local family-run, fast growing manufacturing company. Through her hand-on experience as the performance management system project manager of the HR consulting project for the K Company, the author did a large amount of research and interview, which helped the author subjectively grasp the current situation of the company. In the thesis, the author provided the golden rules and the framework of the performance management system, designed the toolbox for the department business plan and performance review and developed application plan for the result of the performance review. Many local companies face the same management problem that K Company faced. The result of this thesis can be extended to those kinds of companies, which can help improve the execution of the strategy of these companies.
