A Research On The Economic-leading System In Environmental Protection

The environmental problem is an economic one substantially. Environmental problems must be considered with economical and social problems so as to achieve the harmonious development of them. Emphasizing the integration between economy and environmental protection and using economical solution to protect natural environment will be the direction in the future.This article establishes the theoretical structure of economic-leading system in environmental protection both macroscopically and microcosmically. At the macroscopic level ,the article put forward that it is necessary to introduce the green GDP based on valuation of natural resources and bring forward the answers to the problems that may be found in the process by analyzing the environmental effects of traditional GDP in the first place .In the second place ,the much debated problem about valuation of natural resources is reconsidered in the article and some new ideas about the solution in resources valuation are brought forward . In the third place ,the article suggests to build up the multi-owned property rights system of natural resources . Microcosmically, it is fully discussed about the concrete measures such as environmental tax and trade of emission permit and the practice of them in our country.It is necessary to mention that every part in the economic-leading system depends on each other otherwise they can not run efficiently , so the article makes an initial research about the coordination of different measures.
