Military leading cadres take on important duties of leading, educating, training, managing, and commanding their troops to accomplish all kinds of missions. It is not only an pivotal tache of advancing the innovation of leading cadre's selecting and appointing system, but also the basic work of improving the quality of leading cadre's selecting and appointing. Most importantly, with rapid development of Chinese characteristic military innovation, having more excellent leading cadres directly affects the improvement of military strength and the realization of military developing targets. Under such background, it has academic and practical significance to ameliorate military leading cadre's assessing and evaluating system.In recent years, P.L.A. has made great progress on innovation of leading cadre's managing policies and systems, especially with three ducuments of commander assessing and evaluating having been executed, military leading cadre management has rushed into an scientific and normative orbit. Meanwhile, practice also telling us that it still has some actual contradictions and problems to study,for example,being short of weight, less quantitative analysis, etc.In this paper, the author focused on the amelioration of military cadre's assessing and evaluating system. It researched some theories and means of assessing and evaluating, summarized the basic facts and main problems of P.L.A. leading cadre's managing policies and systems, analysed main experiences of civil leading cadre management and the characteristic of developed-country-troops'assessing and evaluating systems. Using correlative ideas for reference, the author brought forward the countermeasure through the method of obscured comprehensive judgement. Finally, taking the result of an organization's assessment as the objective study, the author made the living example analysis of the target system and checking method.
