A comprehensive analysis and assessment method towards leadership is to strengthen the daily management of leadership and leading cadres at all levels by the Party committee of the higher level, which is combined with ideological and political work, the target responsibility appraisal, the cadre investigation work, touring working, economic audit work, and back-up cadre team building, and set cadre, performance appraisal, supervision of a clean and honest government and public evaluation as one. Specifically, comprehensive analysis method is that, through democratic evaluation, sampling survey, individual interview, self-evaluation and other methods, the Party committee of the higher level makes an objective assessment towards the leadership of its subsidiary from the aspect of the overall structure, operation, and the resumption, working status, and performance of the leading cadres, discovers the existing problems and potential risks initiatively, investigates it proactively and makes improvement and optimization, in order to enhance the initiative and perspectiveness of the leadership management and improve the scientific management of cadres.The implementation of leadership assessment method has a very strong realistic pertinence to solve the prominent drawbacks existed in the management of leadership. First, the Party committee of the higher level only focus on the annual appraisal and the cadre appointment in the management of its subsidiary, but lack of understanding about the leadership operation, team members’cooperation and their personal characteristics, leading to more supervision but less management. This mode is not conducive to the discovery of the existing problems among its subsidiary. It is often of the case that problem pops up and then to be fixed, which is lacking of perspectiveness. Second, it was a static management previously, that is, they go to their subsidiary to investigate only during the annual assessment or leading cadres review. Static management is a point management, can only grasp a time point of the situation, rather than monitoring and control of the situation dynamically during a period of time, as a result of lack of leadership’s operation and cadres’status. Third, due to the static management, it is impossible for the Party committee of the higher level to grasp the relevant information of their subsidiary timely, comprehensively and accusatively, and potential risks can’t be detected, and then results in the lack of foresight and initiative in the management skills and measures. It can’t take preventive measures proactively in advance before the problem pops up. In conclusion, implementation of comprehensive analysis and assessment method towards leadership can solve the drawbacks of leadership cadres’selection and daily management, and improve the leadership management scientifically and institutionally.In this paper, it introduces the comprehensive analysis and assessment method towards leadership in X province leadership team, summarizes the results and the existing problems since implemented, analyzes the cause of the problems, and puts forward countermeasures and suggestions to further improve the comprehensive analysis method.
