This dissertation starts with the analysis of the current assessment system of leading cadres,taking the assessment of leading cadres of D MSA as an example into consideration,analyzes the current situation,problems and causes of these problems,and puts forward a more detailed method of assessment indicators under the current five assessment indicators of morality,ability,diligence,performance and integrity,so as to realize the assessment of leading cadres of D MSA.The further improvement of the system to improve the management efficiency of D MSA will ultimately be achieved by this method.D the assessment of leading cadres of the maritime safety administration is mainly carried out according to the standards of specific positions of leading cadres.Due to such factors as the authority of cadre management and the objective conditions of cadre management,there are some problems in the assessment process,such as the relatively extensive assessment index,the limited range of incentive effect,the formalistic assessment procedure,and the difficulty in reflecting the work situation of leading cadres.According to the analysis,the reasons for the above problems are as follows:in fact,the content of the specific assessment terms has little connection with the actual matching of the post,the indicators of the assessment have little connection with the assessment content,and the assessment method of the leading cadres is relatively single.The objective of this paper to implement detailed evaluation indicators,to balance evaluation index,evaluation target,adopt comprehensive and key way to give attention to two or morethings,meanwhile,also best to grasp the objective practical and specific goals,considering the operation way of exploring,accord with the actual situation of D maritime bureau evaluation indexes in order to achieve fair and objective of D to examine the maritime affair bureau of leading cadres.In this paper,more specifi c indicators are set under the five assessment standards of morality,ability,diligence,performance and integrity to refine the assessment indicators of leading cadres of D maritime safety administration.Relevant methods such as analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method are adopted,so as to be the weight of the assessment index of cadres of D maritime safety administration.By calculation,it can be concluded that the evaluation effect of this method is more objective and more accurate than that of a single method.In addition,it is also clear that the implementation of the system also needs to be well grasped and the unit should consider many aspects such as organizational guarantee.
