Study On AnShan City's Community Employment Actuality And Strategy

Employment is a challenge that every country and area have to face. As a country with the largest population in the world, the advantage of abundant labour force has become a burden to China. In the context of transformation of economic system and adjustment of industrial structure, employment is the urgent problem to be solved. Community employment is an important channel to provide potential jobs. As an old industry base, AnShan is a typical city facing employment pressure. By analyzing and examining current community employment, this paper aims at discussing proper principle and strategy for community employment in AnShan and providing suggestion for cities similar to AnShan. The structure of this paper is as follows. First, on the basis of current research, the author dissertated the general theory on community employment and demonstrated the necessity and inevitability of developing community employment. Second, the author examined and analyzed current community employment in AnShan in order to find shortcomings. At last, she investigated community employment in Europe and America to draw some lessons and provide proper principle and strategy for community employment in AnShan. Community employment is a practical issue, the author did a lot of investigations and interviews to learn true materials. This paper is organized in the order of putting forward a question, then analyzing the question and answering the question at last. The author combined theoretical analysis with positive analysis. Beginning with the emphasis on the importance of employment, the author dissertated the general theory on community employment and demonstrated the necessity and inevitability of developing community employment in the first part. In the second part, the author examined and analyzed the actuality of community employment in AnShan and found the factors restricting the development of community employment. At last, this paper investigated community employment in Europe and America and provided several principle and strategy for community employment in AnShan. The principle and strategy put forward in this paper include: (1) building up "big community service" conception; (2) improving the industrial development of community service and increasing finance channel; (3) establishing training system for community employment;(4) providing good conditions for community service enterprises and enterprisers; (5) improving service system for community employment.
