| With the development of Information Technology and thinking of outsourcing, the demands of IT manpower, especially the IT Basic Manpower—software blue collar, from IT companies increase. In this case, a lot of IT professional training companies appear. However, in current Supply Chain mode, without a better communication platform, it appears that lots of students from such training companies can not find jobs, on the other hand, the companies who needs people can not find the right persons, which make the cost of people's circulating more higher. How to decrease the total cost of people's supply becomes a very important task to each of the demanders and suppliers.With the theory of SCM, this thesis discusses how to build an efficient supply chain of IT Basic Manpower in strategy level. Firstly, using the idea of SCM, we analyze the background and basic of constructing the Supply Chain of IT Basic Manpower. By analyzing every node in the supply chain step by step, we get a model of current supply chain of IT Basic Manpower. At the same time, we give some factors, which affects this model. Then, from raw materials supply, IT Manpower production and Manpower circulating to IT companies, this thesis analyzes the problems in current process of IT Basic Manpower supply, and puts emphasis upon the conflict between the IT professional training companies and the IT manpower requirement companies. And then, by discussing the operational methods of supply chain, the thesis points out that the IT basic Manpower Supply Chain is a chain of push-pull. To get the most efficient role of the chain, it must be reconstructed. After analyzing, we propose an improved model, which lower the role of HR market and import a strategy of software manufactory. With this model, it can increase the relationship between the IT professional training companies and the IT manpower requirement companies. Moreover, we point out that advanced conception and information tech must be imported as aids. Finally, we give a valuating system, which can be used by IT manpower requirement companies to valuate the IT professional training company. |
