In the age of knowledge-based economy, knowledge has already become the important resources of enterprises. It is the important research direction for Organizational Learning theory to obtain and accumulate knowledge through Inter-organizational Learning. This paper aims the questions of Inter-organizational Learning in the Technological Innovation Networks, and study innovativly to such aspects as the mechanism, process, and performance of Inter-organizational Learning by means of theory analysis and positive research.Firstly, focus on the macroscopical level of Technological innovation network, this paper difines the elements, knowledge content and learning subject of Learning Platform. Dynamic mechanisms of Inter-organizational Learning are proposed, which include self-organization, Tnterdynamic knowledge-flowing, andknowledge sharingIn the chapter of researching the mechanism of Inter-organizational Learning, this paper thinks that the motive of Inter-organizational Learning is shaped on the stimulus of the external environment condition, on action of the inside demand and expectancy of the learning results. This paper proposes an enterprise's benefit function that regards learning cost as the single variable, and then dirives a model of motive mechanism of Interorganizational Learning. And more, the Chapter fourth discusses the characters of Interorganizational Learning by a game model.As to process of Interorganizational Learning, it is divided into two levels, namely inerdynamic process of interorganization and learning process in single enterprises. The processes include Knowledge Sharing, Knowledge Innovation, Knowledge Acquirement, Knowledge Discovery, and Knowledge Inherentization. On this basis, four patterns of Inter-organizational Learning is proposed, they are Cooperating Learning, Experience Learning, Range-pole Learning, Application Learning, ,etc.Lastly, Author proposes five key factors influencing the performances of Inter-organizational Learning. The relationship between these factors and learning performance is studied by means of positive analysis, and amelioration measures are proposed.
