With the socialistic market economy of our country being developed constantly, the reform of economic system and political structure being performed deeply, the social requisition for government's administrative efficiency is higher and higher. How checked the performance to improve administrative efficiency in administrative organization, it is received the attention of the governments at all levels, day by day. As the core of organization, the leading group of the administrative organization, especially, it seems very important. As each department or one decision of the group of the region, the leading group of the county-level in the special position, it forms a connecting link. At the new situation, it is an important task before us, how to improve the whole performance of the leading group, to make it become politics really up to the mark, to have a democratic style of work, to open up the practical, and to be honest and high-efficient leading collective. This text analyses the basic theory of performance examines, and how to examines the performance of leading group of county grade acting as the preliminary discussion. It thinks that performance examine includes measuring the working achievement of the whole organization. It is also a system activity that performance of leading group in the county level is examined. At first, the subject of the performance examine must be defined, and the procedure must be arranged in detail. Secondly, according to certain principle, scientific index system of performance examine must be established. Finally, the rational appraisal model to deal with the index data must be chosen so as to draw the scientific result of appraisal. It also states the norm that analyses the methods with the real examples, to be structured out the performance appraisal systems of leading group of county-level, too. The system includes that examine the subject, the procedure, the index, and the method. This has important meanings for improving the performance examine, and enhancing the self-building of the leading group of county-level.
