Since the reform and opening-up policy,China has set its foot on social transition from a traditional agricultural society to a modern industrial society,from planned economy to socialism market economy, from a conservative country to an open country. Socialism reform is not only the adjustment of various interests, but also the reconstruction of the social structure. The social reform of more than 20 years has brought about great changes to people's social and economic status as well as their minds. The original relatively quiescent society turning to be comparatively mobile, there emerges a large number of people of low income and little education (weaker classes), which has become a prominent and undisregardable social problem. The emergence of this problem is having a direct impact on the development of social reform and the market economy, challenging the stability and security of our society.The sound system to treat the weaker classes reflects a politically and constitutionally mature society. The essense of socialism and the administrative funtion of the Communist Party make it an incumbent task for our government to help and assist the weaker classes,which is also the internal necessity to build a soundly wealthy China.This paper talks about the formation of the weaker classes, analyses their ideas, emotions, psychological and moral features and hence puts forward the idea of strengthening the ideological and political work of the weaker class, draws up a working plan and suggests some relative measures.
