With global economical promotion rapidly and springing up vigorously of technical revolution, the motive mechanism of native economical development has greatly changed from relying on material capital to human mainly. Native human competition is unprecedentedly intense. If JiangXi is to rise abruptly in middle locality, it must learn from developed locality, and expanding not-stated economics greatly through the road of industrial growth. It is sure that expanding not-stated economics must rely on talents. Both quantity and quality of JiangXi not-stated economics are below the average level of whole nation. If we will catch up with them, the level in human resource development of JiangXi must be prior to eastern provinces. The author thought the basic reason why not-stated economics is inferior is not enough for the demand of modern industrial development in population quality, and short of talents in not-stated enterprises. For the reason, developing human resource of not-stated enterprises and founding a team of talent that has high quality are the basic guarantee that develops not-stated enterprises.Having participated in WTO, not-stated enterprises exist in competition from international market, and face with an intense struggle for human with foreign enterprises into China in batch. But now, in the view of the state of not-stated enterprises in JiangXi: insufficiency of the amount of not-stated talents, the huge disparity in professional distribution about talents, and the absence of systems of human development, and the inactivity of mechanism in using human. The good environment of human development has not formed.The paper has developed a set of exploration about theory and practice for solving the problems that exist in human resource of not-stated enterprises in JiangXi. The author put forward measures and proposals of human development of not-stated enterprises which is integrated and efficient through analysing the state and problems of talents of not-stated enterprises and combining the high demands of human from age, and drawing on the successful experience of human development in foreign enterprises, in basis of investigating research of not-stated enterprises of JiangXiprovince.The author thought we are to have broken through heavily in human development of not-stated enterprises in JiangXi. The first, we must bring forth new ideas and transform in recognition about current human standard and human views. We should take practice for granted the criterion of judging human; the second, human development of not-stated enterprises should be promoted to the strategic height, we actually take it in the place that is prior to expanding, and promoting human capital, and conforming human resource, and adjusting human restructure; the third, bringing forth new ideas of human system that include relaxing the terms human permit and perfecting social guarantee and founding training which follow the tracks of not-stated enterprises; the fourth, founding the mechanism of human development that involves in practising human development totally, and founding market wage, and improving governmental service, and amplifying human encouragement, and perfecting enterprises training; the fifth, optimising human environment that includes perfecting human political environment, and founding human creating environment, and producing good condition of studying and life for human. 'Planting Chinese parasol well can bring golden phoenix to live'. If we can found human economic environment well, and consist on the basis of human, the goal that JiangXi has risen abruptly must have completed.
