| At present, our country is becoming "the world's manufacture center". However, as "the third benefit source", logistics turns out to be the "bottle neck" of social economic development. In 2004, the total cost of logistics in China is 2,900 billion yuan, covering 21% of the GDP, which is rather higher than that of developed countries. It wastes a lot social resource and wealth. Fourth party logistics meets the need of logistics system, integrate social logistics resource in the largest degree, shorten logistics time, improve efficiency and reduce environmental pollution. However, as our country's fourth party logistics enterprises are new-born, they encounter many problems in the course of development; especially they pay little attention to construction of core competence. Therefore, it is worthy of guiding us in theory and practice by researching into the elements, putting forward to countermeasures, offering efficient methods for the development of fourth party logistics.Surrounding the development and function of logistics, firstly, the paper makes a definition of fourth party logistics and its drive forces, functions, advantages, main bodies, preconditions, operational models, service aims and objects, etc. In order to remove the barriers in thoughts, the paper also makes a manifold analysis of drive force in the developing of fourth party logistics. Secondly, based on the definition and characteristics of core competence, the paper applies interpretative structural modeling(ISM) to construct the following three models: basic model, customer's value model, supporting platform mode of core competence. Afterwards, the paper talks about the forms, constructing steps and approaches of core competence. Thirdly, the paper makes a deep analysis of elements: individuational and various supply chains and logistics system designs and performing competence; excellent resources integrating competence of supply chains traders; perfect management and operation of supply chains; many professional manage talents and teems of high quality; powerful service net and information technology. Then the paper presents countermeasures of constructing the core competence of fourth party logistics: inputting more money for the integrating design and performing of supply chains and logistics system; adopting suitable operational model; setting up alliance of supply chains; perfecting the specific and various services of supply chains in order to produce value beyond customers' demand; reforming inappropriate structures and employment methods; training andbringing in more talents majoring in supply chains and logistics; strengthening service net and information technology; setting up learning enterprises. Besides, the paper proves the core competence of our country's fourth party logistics enterprises, using the case of dichain corporation. At last, the paper makes a brief statement of prospect our country's fourth party logistics development and puts forward some suggestions. |
