The county economy, gathering all sorts of resource elements, is an extremely potential basic unit in China economy. It's not only the combination department of macro-regulation and micro-regulation, undertaking mid-regulation, but the focal point of expanding domestic market and keeping a sustainable growth of our economy. Once the development problem of county economy is solved, the issue of "agriculture, farmers and rural area" can be readily solved accordingly. It's necessary to confirm the county economic development stage in order to make the effective policies and measures which accord with the reality of its development. Referring to the predecessor's division of the development stage of national economy, this thesis divides the county economy into five or four development stages: accumulating stage, primary product producing stage, industrialized stage, developed stage and sustainable development stage or leaping from industrialized stage to sustainable development stage directly. Except sustainable development stage, the other four stages should experience four periods: arrival period, rising period, mature period and transformation period. According to the statistical data, this thesis draws the conclusion that the Yangtze River delta is at industrialized stage on the whole except that a few counties are at primary product producing stage. Finally, based on different characteristics of primary product producing stage and each period of industrialized stage, the thesis puts forward the corresponding development countermeasures to the counties individually.
