In the knowledge-based economy ages, it's of great importance to countries all over the world to participate international competition in a more cost-effective manner and to promote the national overall national strength by develop the new high-tech industry. And human resources as a decisive factor of development of knowledge economy and promotion of the high-new technological progress, which's exploitation and management play a determining role whether new high-tech industry could last and development in health or not in the future. Currently, development of new and high-tech industry to exploitation of human resources and encouragement especially is in urgent demand; and how to carry out the motivation of human resources in scientific and effective manner, which is not only a need of theory of human resources and a current requirement for developing the new and high-tech industry.This thesis study commences from the basic theories with explaining briefly on relevant concepts and characteristics of the new high-tech industry, characteristic of scientific and technological human resources in new high-tech industry, analyzing the model of management about human resources and contemporary popular motivational theory with emphasis, and attempting to point out the carries on the particularity of encouragement of human resources in the new and high-tech industry. In additional, we have analyzed the current situation of incentive mechanism of the human resources in the new and high-tech industry of our country, and pointed out some outstanding problems existed at present. Meantime, we have explained the advanced experience of development and management of human resources in domestic and international based on " places for people ". And through the analysis of the incentive factors to the scientific and technological human resources, we have developed and designed the incentive mechanism and incentive strategy of the human resources in the new and high-tech industry, and then proposed the incentive countermeasure of human resources in the new and high-tech industry to promote the lasting sound development of the new high-tech industry of our country.
