From Power Anti-corruption To System Anti-corruption

The anti-corruption struggle of our country has gone through three stages on the whole, namely the campaign anti-corruption, the power anti-corruption and the system anti-corruption. Before the Culture Revolution, it took the campaign anti-corruption as the core. In quite a while after the Culture Revolution, it was a kind of the power anti-corruption basically to implement. With the improvement of realization of the system construction importance, the Communist Party of China proposed the system anti-corruption and paid attention to it progressively.Because the present stage is in a specific history developing stage when the system and society makes the transition in our country, and the passive corruption demonstrates the phased frequent situation that takes place, so the situation of the anti-corruption is still very severe. Reasons that cause the corruption are in many aspects, but the most basic reason is still power alienation and reduction of the supervision. The system anti-corruption is the correct road to break away from the present predicament. Many questions and defects still exist owing to the understanding of the system anti-corruption importance at present has just started though the Party and country have made a series of laws and regulations. It is necessary for us to design an effectual brand-new anti-corruption supervision system in order to meet the need of launching the anti-corruption struggle in the new period and achieve the goal of managing corruption from source.The full text is divided into six parts altogether:The first part analyses why corruption breeds and spreads out constantly from theory aspect. Power alienation is a theoretic origin of corruption, and reduction of the supervision is the realistic foundation that corruption breeds and spreads out.The second part introduces the history and current situation of anti-corruption struggle that the Communist Party of China has launched after the foundation of the state. Through comparative analysis, we can draw a conclusion that the system anti-corruption is the correct road to solve the corrupt problems.The third part introduces the anti-corruption has been a tendency in ourtimes. Compared with the successful experience of the supervision mechanism of the foreign anti-corruption, it would be important reference meanings to development of our country's present anti-corruption struggle.It expounds the construction and the design of the anti-corruption supervision system in the new period from the fourth part to the sixth part.The fourth part sums up the key elements of the inner-party supervision, and it analyses the questions and defects that the inner-party supervision existed at present, besides it puts forward the countermeasures and suggestions in strengthening and perfecting the inner-party supervision system.The fifth part summarizes the importance of the non-Party supervision in the anti-corruption struggle, and it analyses and illustrates separately supervision by law, the masses, public opinion, the CPPCC and democratic parties, etc., and it tries hard to design a set of perfect systems of the non-Party supervision.The sixth part analyses the importance of combination of the inter-Party supervision system and the non-Party supervision system in the anti-corruption. Finally it points out that we should struggle hard to strengthen the construction of the anti-corruption supervision system with Chinese characteristics in the new period.
