Man is entering the Information Age, and E-government has became the main direction of the administrated innovation of many countries. A new and virtual format of government is coming forth which is "Internet government" or "E-government". The normal format of governmental administration is changing radically. The proposed strategy, "society and economy IT infrastructure driven by government IT infrastructure" and "grid administration of city", makes E-government become the most active and cared field. E-government information's character of geographical space and positional relevancy makes e-government GIS exert importantly in government administration. Along with further development of information, scientificity and democracy in government administration, E-government GIS will be the core and foreland in the e-government system construction techniques.Based on a case study of "Research and development of integrated GIS platform in Jing'an district", which is a demonstration of GIS application at county level government in Shanghai, and "Research of the enchiridion of ShangHai District GIS' development", the paper is mainly on the comprehensive study of the running mechanism, the model of frame, the guarantee of data and the DSS which is used in E-government GIS. As a whole, this paper is consisted of five chapters.Chapter 1 is a "introduction". It firstly focuses on concept and character of E-government, and then tells the system of theory and technology which is supporting E-government GIS. At last, this chapter analyzes the overseas actuality and domestic actuality, and it educes the content studied by this paper.Chapter 2 is "E-government GIS' running mechanism and model of the frame".At first, it discusses the running mechanism of E-government GIS, and analyses it from four aspects. Then, based on the case of ShangHai District, it studies the E-government GIS' model of frame. After the study of the model of ShangHai GIS' frame, it Puts forward the model of ShangHai District E-government GIS' frame, which includes a database, a system and a platform. At last, it puts forward the principles building ShangHai District E-government GIS.Chapter 3 is "the guarantee of E-government GIS' data". It firstly analyses the significance of the geographical data used in the E-government GIS and the demandsof E-government GIS using the geographical data. And then it educes the basal status of geographical and basal space-data, puts forward the content and significance dividing the layers of geographical and basal space-data. And based on the case of ShangHai, it analyses the actuality dividing layers of geographical and basal space-data, constitutes the project dividing layers of geographical and basal space-data. The project is built on the base of principle dividing the layers of geographical and basal space-data. It consists of 35 layers. At last, it puts forward the principle implementing the project.Chapter 4 is "the design and realization of the DSS in E-government GIS". It mainly discusses the application of E-government GIS in decision-making field. At first, it analyzes the theory of DSS. Then based on the DSS in Jing'an system, researches the structure of system. At last, based two modules of decision support for emergency and business investment environment of scriptorium in Jing'an area, particularly analyzes the way of design, the key theory and technical realizathion, the integrated effect of typical function etc. It involves such subject as spatial analyze by WebGIS software, web charts visualization based on Jfreechart, and so on.At last, summarizes the content of this paper, and puts forward the study and work of E-government GIS which we should do in future.
