Research On Controlling Government Decision-making Hidden Costs Possibility In The Era Of Big Data

Big data is becoming the characteristics of the times.Its range of applications is gradually expanding from the commercial field to the field of government decision-making,that brings opportunities to reduce the hidden costs of government decision-making.This paper takes the theory of public governance which emphasizes universal governance,progressive decision theory which emphasizes dynamic analysis and multi-source theory which is based on policy interaction as the theoretical basis of the article.Big data technologies and cloud computing provide technical support for this paper.The article begins with the perspective of government decision-making hidden costs,analyze theoretical possibilities of big data controlling decision risk costs,friction costs,time costs,sunk costs and opportunity costs,and also points out the prerequisite for the positive role of big data controlling decision implicit cost.So constructs a model diagram that intuitively reflects how the big data control the decision-making hidden cost.So reducing the cost of government decision-making often means that the degree of scientific decision-making of government improves.Secondly,taking into account the complexity of the real policy environment,it’s necessary to know how data support government decision-making in specific public areas and problems in the process of dig data development.So this paper respectively from the three areas of education,medical and police,and analyzes the corresponding policy background of foreign developed countries to promote scientific decision-making of government by big data in the education,medical and police field,but also attempts to use specific cases to explain how big data of different areas promote the scientific role of decision-making,and then summarizes the resistance and effective experience which foreign developed countries suffered in the process.Finally,the paper is based on the current situation of the big data development in our country,in order to promote the development of big data,so that it can really play a positive role of controlling government decision-making hidden costs,goverment decision-makers still need to work from five ways,opening and sharing government data resource,inventing big data research,creating scientific data management mechanism and a rational concept of big data decision making,training excellent big data talents.
