Study On Countermeasures Of Agricultural Mechanization Development In China

The year 2004 is a very important year in the development of Chinese agricultural mechanization in that two events are regarded as a new period of development. The first event is that the government provides subsidies directly to farmers who have bought agricultural machinery, which means the government no longer invests in circulation field and agricultural administration sectors. The second event is that the Agricultural Machinery Enhancive Act has been in effect. So the government has made laws to accelerate the development of agricultural mechanization instead of over-guidance. It's predicted that there'll be a boom in the near future.This paper begins with the relationship between agricultural engineering technology and agricultural modernization. After analyzing the brief history and characteristics of Chinese mechanization, it describes the present situation and standard of mechanization development in China from the perspectives of overall mechanization level, the fieldwork mechanization level, agricultural machinery innovation, agricultural equipment industry, service system etc. On the basis of machinery ownership, service system, technological innovation, enterprise innovation, policy, guaranty and ideas, the author also discusses the restricting factors affecting Chinese mechanization development. The main factors are as follows: government's concern, farmer's demand, machinery, working condition, profit and so on. It's concluded objectively that China is entering an advantageous period of the rapid development of mechanization with regards to social surrounding, economic basis, technology level, market condition and development mechanism.Based on the understanding of the present situation in mechanization and the objective judgment of trend, together with the demand of agricultural modernization and the readjustment of agricultural structures, the paper gives a detailed analysis of the 13demands for agricultural machinery equipment in the next on or two decades, including water-saving equipment, cultivation equipment, seed production equipment, main-season crops production equipment, livestock fanning equipment, animal and plant protection equipment, eco-agriculture and industrialized agriculture equipment, farm produce processing equipment, animal and poultry products processing equipment, fruit and vegetable processing equipment, aquatic products processing equipment, precision fanning equipment, rural energy equipment. At the same time, the author comes up with some key measures that it's necessary to decide the priority of mechanization, increase the financial investment, set up a new system of innovation and raise the level of agricultural machinery industry.Finally, in terms of macro management, industry and technology development, some suggestions are given to solve some practical problems in Chinese mechanization development.
