With the economic development, Chinese agricultural production pattern is transferring from the tradition to the modern intensification. As a result, the agriculture sci-tech park, as a window of modern intensified agriculture, comes into being. Recently, Jinshan District in Shanghai has probed the construction of the agriculture sci-tech park. This paper gives an analysis of the development of Jinshan agriculture sci-tech park form the perspective of theory and practice. On the basis of the basic theory and the progresses, this paper investigates the major problems. Firstly, the paper reviews the theory as well as the inner meanings, characteristics, types, significance and roles of agriculture sci-tech park development. Secondly, according to the practical experience in Jinshan agriculture sci-tech park, the paper introduces its background and progress, gives a detailed introduction to the strategic project-the general plan for Jinshan agriculture sci-tech park. The management and working mechanism of the park, together with the present and future problems, the goal, are also discussed.Making good use of the geographic environment, economic surrounding and policy priority to set up a modern agriculture sci-tech park with suburban Shanghai characteristics, the author gives four counter-measures: (1) obvious goal and emphasis so that there is a agriculture hi-tech industry suitable to the nation, the city and the district. The five principles still count. (2) combination of agriculture innovation with the capital market so as to promote the international cooperation and communication (3) distinct relation and role orientation (4) cultivation of creation consciousness and competition power.
