Starting an undertaking is not only a widespread social economic phenomenon but is a fundamental impulse of economic development. It is urgent to create more ways of employment, especially in China which nowadays has a plenty of redundant labor. And developing service property which has the characteristics of low investment casting and taking effect rapidly is an optimal way. Under like this big background, this text researches the road of starting an undertaking of the medium-small scaled enterprises in the area of sophisticated IT service, with A company as primary case and B C companies as aided case.This text passes through analyzing the circumstances of IT service market, understanding the classification of the service means and subdividing the service market and then reveals that the medium-small scaled enterprises have the vast opportunities of business at IT service market. The realm of IT service, the main form of which is service agent, the outside packing, professional service and consultancy, primarily includes two contents of software and hardware. At present, all kinds of the IT service are largely provided by the original factories of IT products and are basically monopolized by the abroad original factories.A large quantity of facts manifest that there is a good deal of risks to start an undertaking and many medium-small scaled enterprises abort during the period of starting an undertaking. For the medium-small enterprises which resolve to engage in IT high-tech service, it is an area of a high threshold for entering and high-profit along with big venture. In this area, starting an undertaking is confronted with morerisks and more difficulties to survive. The business enterprise, just like the human being, has the life cycle which is generally divided into the entering period, the grow-up period, the mature period and the declining period, and the period of starting an undertaking is belonged in the entering.As the saying goes that everything begins difficultly, so does the developing of an enterprise, especially, the period of starting an undertaking is the most difficult in the course of starting an undertaking. According to the theory of enterprise nuclear ability, the source that an enterprise achieves the long-term completive advantages and the successful development lies in the unique enterprise nuclear ability. The enterprise nuclear ability varies with the different period of enterprise. In the period of starting an undertaking, the key of success for an enterprise starting an undertaking is whether the enterprise can successfully create the nuclear ability and make it develop well.This text divides the process of starting an undertaking of medium-small scaled enterprises into the creating phase and the developing phase by means of deeply analyzing the A, B, and C company, in addition, combination with the characteristics of the service enterprises, this text advances the corresponding double three-circle principle, namely, the creating three-circle and the developing three-circle. The creative three-circle, respectively comprising of the nuclear service abilities, the favorable customer relationships and'the qualified personnel, is a cross three-circle, the relation of which is equal and cross. The creative three-circle emphasizes that the company must build the nuclear abilities of itself from three aspects when it is founded. The developing three-circle principle is a concentric circle including building nuclear competition, establishing service process and persisting in system developments. In this principle, the creative three-circle which is regarded as a unity is placed in the most inside circle that is building nuclear competition; the second circle is establishing service process; the last circle is persisting in system developments. The relation of these three circles which emphasize the enterprise should develop in sequence complying with these three phases is compatible.
