On the New Year’s Day of2007, while the people all over the world were enjoying the joy of the New Year, looking forward to earn more wealth in the coming year, the American Association of Atomic Scientists broke this festival atmosphere. In the overseas joint conference they announced the pointer of the world’s most disturbing timer-doomsday clock-had be directed at23:55, which meant it has been the shortest distance to the destruction of human civilization by far. About50years ago, the United States and the Soviet Union had the atomic bomb explosion, the whole world was shocked by the huge power of the atomic bomb, but also which opened the prelude to the use of the national nuclear foreign policy.The article first through the definition of some of the concepts related to foreign policy and nuclear, leads to. the definition of nuclear foreign policy, and in-depth analysis of today’s global nuclear posture to explore and analyze the historical background of China’s foreign policy, as well as the formation process. The background of the Chinese nuclear foreign policy: Firstly, after the World War Ⅱ, the world’s major countries have begun to vigorously develop nuclear weapons, especially nuclear arms race between the United States and the Soviet Union, the global nuclear situation was getting intense competition; Secondly, almost entirely in the1950s and1960s,China were forced to seek their own survival and development under the tough military threat of the superpower; Thirdly it was the development and establishment of the Chinese nuclear deterrent ideas. Meanwhile, the formation of China’s nuclear foreign policy was mainly through three stages: First, the initial establishment of nuclear deterrence thinking; followed by the establishment of the system of nuclear deterrence; Furthermore, the improvement of the nuclear deterrence system. In this article followed by the contrast to the contents of the foreign policy of the United States, Russia, and the Korean, three Kingdoms nuclear characteristics the main contents and characteristics of China’s nuclear foreign policy are focused on and it points out that China’s nuclear and foreign policy is purely defensive, self-defense, foreign policy of peace, the basic characteristics are of deterrent and without threat. It shows China’s nuclear and foreign policy reflects the ultimate goal of complete prohibition and thorough destruction of nuclear weapons.At last this article focused on three aspects of the military, political, diplomatic analysis of the far-reaching implications of China’s nuclear foreign policy of its own and the international community. The basic content of military deterrence and effectively deterred other country from launching a nuclear strike on China and played an important role in safeguarding national sovereignty and territorial integrity. Politically, foreign policy of peaceful diplomacy for the content of the nuclear reflected the image of a responsible great country and set a good example for other countries. Diplomatic forces as fairness and justice of the third-party intervention, the effective promotion of the international community to peace, conversation means to deal with the international nuclear issue, and promote the process of international nuclear arms control and nuclear disarmament, has played a checks and balances of nuclear states, as well as effectively constrained the role of those attempting to develop nuclear-weapon states.
