In the 21st century China has sped up the pace of industrialization and urbanization, wherein conflicts between human and nature, economy and society, urban cities and rural regions, growth and development, as well as conflicts between present and future, are becoming increasingly remarkable. Facing various kinds of shortcomings of the traditional urban management, many regional governments have begun to manage urban cities as giant corporations. However, along with the development and progress of their practices, many unexpected problems brought by urban management have placed urban administrators in a dilemma. On these problems, different people have different opinions.The Third Plenary Session of the 16th CPC (Communist Party of China) Central Committee has put forward the scientific development view (concept) that emphasizes putting people first and comprehensive, coordinated and sustainable development, so as to push forward social, economical and human development in an all-round way. Therefore, how to effectively combine the scientific view of development and urban management and subsequently achieve the goal of sustainable urban development and exert the leading role of cities in building a relatively affluent society in an all-round way, is of great meanings in both theories and practices.In this article, we support the notion that the so-called "Sustainable Urban Development and Managemenf takes the scientific concept of development as its main axis, the current national and international economical and social development trends as its background, and the vast expanse of rural areas as its strategic basement. The long-term goal of Sustainable Urban Development and Management is the achievement of comprehensive, coordinated and sustainable development of economy, society, population, resources and environment, as well as the pursuit of harmony between human and nature, human and human as well as the harmony between human and society. To achieve the long-term goals, practices of Sustainable Urban Development and Management must be centralized in the integrated urban regions and at the same time, extended to the peripheral rural regions. Meanwhile, it must abide by the market economy mechanisms and comprehensively consider the mutual relations between cities and rural areas, relations between central urban areas and urban peripheries, and more importantly, to rationally and effectively use and...
