Probe Into Human Resource Development And Humanistic Environment In West

Comparing with the continuous probes into outer space, human being lacks in researches on itself as well as the development of human resources, and the situation is more difficult in the underdeveloped areas of west China. So cultivating a human-oriented and education-first humanistic environment is essential to the west development.This article takes the development of human resources as main line, do researches on following aspects: the basic concept of human resources, origination of human resources concept and its developments, object of human resources development and measures to help the object, balance between demands for human resources training and training investment, evaluation of human resources, human resources development strategy, human resources distribution, and investment prospects on human resources. The author analyzes the current human resources situation in west China with plenty first-hand and academic proofs, provides some ways to develop the human resources in west China and solve the problem of overburdened rural population. A humanistic environment calls by the author to help achieve those targets. In west development, China should increase the investment on education, give the first priority to it, increase transfer payment to the west, increase special national debt for the west, establish the west education development fund system, better the compulsory education system to ensure every teenager finish his high schooleducation. Thus, the improving population structure may reduces the heavy burden of farmers in west China, enlarge their employment circle, which help to push forward the development of human resources in west China.This article analyzes the concept of human resources and points out that human resources do not equal to labor resources, as labor resources do not equal to labor force. Also the author analyzes the particularities of human resources. That is, it is of sociality, subjectivity, lifespan, regeneration, as well as collectivity and capitalized. All above are the reasons to explain why cohesive force and investment to human resources are so stressed in economic activities. Each procedure of turning a man to a social product is a development of human resources. Knowledge and experiences are important criteria to appraise the value of human resources. The value of human resources is not only evaluated by the labor-time socially necessary, but also the labor-time effective. Enhancing education and solving the problem of overburdened rural population are keys to cultivate the favorable humanistic environment, which may push forward the development of human resources in west China.
