The Social Security Of Rural Pension

At present, the question is sharp day by day that provides for the aged in China's rural areas. On the basis of fully realizing the national conditions of our country, it has already been a great strategic problem remained to be promptly solved that explores the way to develop social security in conformity with the level of rural economy and establishes the more perfect security system of social pension in the rural areas. Firstly, the author introduced the current situations of rural social pension, analyzed the problems existed in the security, and through discussing the relationship of rural household providing for the aged and social pension guarantee, the gap of the level of rural and urban social security and the demand for social security by the development of rural economy, the author drawn a conclusion that it is necessary to enhance security system of rural social pension. Secondly, he argued the impact on the three means of rural guarantee, that is, household, social and group pension by urbanization. Finally, he took Dongying city in Shandong province as an example. Adopting such methods as questionnaire and case to investigate, he empirically analyzed the prospect of developing the security system of rural social pension and some problems about social institutions for rural pension, and on the basis of this, he proposed some suggestion that could improve rural social pension guarantee.The author held that it is really necessary to improve rural social pension guarantee. According to the actual conditions of farmers' pension guarantee and their request, the essential way to solve the pension problem was to strengthen the security system of rural social pension, relying mainly on endowment insurance, inspire and support household's providing for the aged, and at the same time give full play to roles in social pension of such organizations as the home for the aged (the apartment for elderly people). To improve the security system of rural social pension, the author put forward the following advice: a) raising the society's, especially leaders' at all levels, awareness of farmers' pension guarantee; b) finishing social security lawmaking, containing rural one as soon as possible; c) inspiring and supporting household's providing for the aged, and keeping bringing it into play; d) firmly expanding rural endowment insurance that is applicable to the development of local economy; e) greatly developing rural community and reinforcing the construct of security institution; f) strengthening rural health care reform and setting up the security system of health care for the old; g) developing the rural collective economy and setting up the security system of the minimum life of the aged.
