By taking the quality management model for BA-3 Sensor R&D project run by GD Institute as an example, a concept of quality management Chain (QMC) is proposed on the basis of QM definition and network planning through a Work Breakdown Structure (WBS) tool and a matrix QM infrastructure designed and set up for the BA-3 sensor project, which reflects the characteristics of innovation, exploration and risk of the project. The chain is featured by defining the quality management process running on the key route of the project network plan as the key factor, thus providing an integration of work progress and quality management. On this basis, a technique for Quality Function Deployment (QFD) is applied to detailed QM scheming and some QM strategies and measures are put forward to ensure their reliability.This paper, in viewing the basic concept of "QC point shifts afore from the beginning of design", describes the study of process and method for the designing period, examines and evaluates the design for three phases of BA-3 sensor project on the Principle of Evaluation Independence (PEI) , discusses the measures for quality control of design verification, Configuration and software engineering management.On the basis of analyzing the features of new product production, the key points for QM are stressed on the process control of sub-contract components, 4M1E control, special process affirmation and critical process control, puts forward the programs and solutions for inspection of parts, system assembly and adjustment, system integration and commissioning, as well as the basic working program for QM problem treatment and quality improvement.The paper explains the practical application of QFD, Failure Model Effect and Criticality Analysis (FMECA) technologies for quality control and design reliability, also expands the application of QM tool to Pareto diagram, Control diagram, Scatter diagram, Cause-effect diagram and PDCA process.
