Research On Positioning Of Government Functions In The Administration Of Food Safety

In order to strengthen supervision and administration of food safety, and to solve the problems of market failure and government failure facing with the administration of food safety, this dissertation, applying the theories of public administration, public economics and institutional economics and the analytical methods of comparative analysis, qualitative analysis and typical sample investigation, makes an in-depth research on the positioning of Chinese government functions in the administration of food safety.Firstly this dissertation from the angle of economics makes theoretical analyses of the necessity and feasibility of government's strengthening of the administration of food safety. It discloses that: because of the attributes of food safety administration as typical public goods and of its characteristics of externality and information asymmetry, it tends to result in market failure, and there is a great need of government's interference with the administration of food safety. It also demonstrates that the government's strengthening of the administration of food safety is effective if with avoidance of government failure, and that the government should work hard to coordinate the relationship between market, business and intermediaries. Secondly, this dissertation makes a comparative research of the positioning of government functions in the administration of food safety in some developed countries like EU, America and Japan, concluding with the administration experiences that the Chinese government should learn from. Thirdly, this dissertation, through sample investigation, expounds the status quo of the administration of food safety in China and summarises the major problems the China is facing in the administration of food safety.Finally, this dissertation concludes and expounds the positioning of Chinese government functions in the administration of food safety and puts forward policy suggestions the Chinese government may take in the efforts of improving the administration of food safety, namely, to streamline the system of administration of food safety; to accelerate the construction of food safety guarantee system; and to strengthen the supervision of food safety.
