Competency model is an important means of human resource management, has been widely used in many developed western countries, the enterprises and the government, has gradually become the organization to help staff to improve their own ability and quality, make the effective method of employee and organizational growth and development, in recent years more and more attention by domestic researchers.At present the content of competency model is focused on enterprise, government less empirical study. Therefore, this research is the combination of the school of forestry and resource advantages, selection of forestry system of government departments as samples to carry on the investigation and analysis.This paper selected Sanming Forestry Bureau of the civil service as the research object, through interviews, proposes the research object from the angle of practice, and distributed a questionnaire, a total of100valid questionnaires were recovered. The use of SPSS16.0statistical software, using the factor analysis and variance analysis methods, the results of a questionnaire survey carried out data analysis, confirm the basic research objectives are presented, the main research conclusion includes:1.building the competency model of Sanming Forestry Bureau of civil servants, the model consists of35factors and4dimensions;2.establish selection competency model of Sanming Forestry Bureau of civil servant appointment, training, performance management application system based on.
