The level of government administration is depends on that of Civil servants. Civil servants competencies and competences competitions mainly decide the result of government administration ability competition. Building the civil servants competencies has become to the strategy of many countries. Our country has published the general competency of national civil servants. Building the civil servants competencies has become one of the important plans of government. But the study in competency training is scare, and the study in competency training effectiveness is in need.This article researches and analyses the middle-level civil servants competency training effectiveness, and build a civil servants competency training combination model. The model, taking account of Dalian civil servants' characters and the training effectiveness theory, contains three parts: training needs appraisal, the match of training method and training content, matching the training environment. It use the competency measurement as the competency training needs appraisal tool after discussing the characters of Dalian middle-level civil servants, the characters of competency and the experience of others. To match training method and training content, based on the learning target theory and the competency iceberg model, it divides the competency into three levels: skill, knowledge and attitude to choose suitable training methods. It also builds an iceberg model of Dalian middle-level civil servant, and investigates the effects of different training methods in training skills, knowledge and attitude. To matching the training environment, on the basis of training transfer theory, it suggests that we must investigate the training transfer environment before training and control the counteractive factors as the same time if not before the training begins. A learning transfer questionnaire of Holton has been translated into Chinese and been used to scale the training transfer environment. It also gives methods to control the counteractive factors. Based on the model, the article designs an effective competency-training project for Dalian middle-level leadership civil servants. First, it appraises the competency training needs by distributing Dalian middle-level leadership civil servants competency questionnaires, analyzes the data to find out the trainees and the competency needing be improved. At the same time, the training transfer questionnaire is given out to find out the factors that are counteracting the environment of Dalian middle-level leadership civil servants training. It also gives some intervening methods. Then it chooses the suited training metliods for the competencies needed training on the basis oftheir sorts. Integrating the three aspects, the article gives an effective competency-training project for Dalian middle-level leadership civil servants.
