In the time of knowledge economy, organizational dependence on human resources is growing, the pros and cons of human resources directly determines organizational competitiveness in society. Due to intense market competition, the society’s requirements for public service provided by administrative organization is also gradually improved, as the provision of public services and public administration direct support,the ability of grass-roots civil servants should get corresponding improvement. Therefore, also puts forward new requirements to the quality of civil servants at the grass-roots level, and training is an effective public service to ensure the grassroots level and capacity of public administration. However, traditional training in the civil service training effect is not ideal. So,this article will introduced the competency to the training for public organization with case analysis,questionnaire and literature research, analysis of grass-roots civil servants training model and put forward improvement measures based on the training effectiveness by competence.In this paper, from the perspective of competency, analysis the disadvantages of the grass-roots civil servants training mode at the present stage in China, as well as the cause of poor training effect, then discuss the rationality of training for civil servants based on competency, by building a training model based on competency to enhance civil servants training effect. The main article will expand from five parts. The first part will outline the research background, significance, literature review and research methods of this article. The second part of the thesis will make a presentation on the core concepts and relevant theory. The third part will introduce the basic training approach of Songjiang District grassroots civil servants, and combining the questionnaire conclude the current problems that exist in the training of grassroots civil servants. The fourth part will analysis the cause of these problems and the rationalization based on competency. The fifth part, on the basis of the above research proposed improvement measures, including four major areas.The innovation points of this paper include theory and research methods. First of all, introducing the competency theory to the training of civil servants at the grass-roots level. We know that the competence theory is limited mainly among enterprises, the use of government management still in the phase of theoretical research, lack of empirical research, limited the value of competence theory of practical. Secondly, this paper will not only stay on the theoretical research, valued the importance of empirical and quantitative research. This article selects Songjiang district of Shanghai as sample analysis, and through the questionnaire analysis the training needs of civil servants at the grass-roots level, then advancing the grass-roots civil service training system based on competency.
