The Reform Of County System And Integrating Development In Urban And Rural China

After more than 50 years' socialist construction, the development in urban and rural China in our country changes with each passing day, and the appearance in urban and rural China changes greatly, but the gap between urban and rural China is expanding continuously, the development of countries drops behind, agricultural productivity is low, the question that peasant earnings increase slowly is serious increasingly. The report of 16th National Congress of Communist Party of China points out:"Integrating socio-economic development in urban and rural China, constructing modern agriculture, developing rural economy, increasing peasant's income, are great tasks of well-off society's comprehensive construction", indicating CPC beginning to turn laying stress on city into paying equal attention to urban and rural China, to turn giving attention to both of urban and rural China into integrating urban and rural China. This text based on the course of history development in our country and realistic environment of integrating development in urban and rural China, think that it's time to regard county as the realization subject of integrating development in urban and rural China, uses the relation theories of structure and function to analyzing restrictive factors, and proposes some suggestions.In detail, there are six parts in this paper.Part one is the introduction. This part mainly reviews and evaluates existing academic researches about "county" and "integrating development in urban and rural China", puts forward my own thinking of research on this basis, namely carry on research to the present system at county level from the angle of helping to advance the development of integrating development in urban and rural China.Part two analyses realization subject status of the county in integrating development in urban and rural China. This part defines that the administrative area at county level is the most basic administrative division unit in terms of in the rural behavior, defines that the finance at county level plays an important role in supplying the public products in integrating urban and rural China, and think the land economy in the county is breakthrough points and important carriers which realizes integrating development in urban and rural China. Part three analyses restrictive factors of development of integrating development in urban and rural China in the electoral system at county level. The unreasonable cause in the current "election law" makes the rural voters treated inequality, and in the voting course of the National People's Congress at county level scheduled representative composition cause peasant representative disappearance directly, therefore has caused the disappearance of peasant's political right and disappearance of the words in the decision at county level.Part four analyses restrictive factors of integrating development in urban and rural China in the administrative system at county level. Because the government at county level is unreasonable in organization structure, the team of civil servant at county level does not meet the needs of development of pool in urban and rural China, the examination mechanism of "pressure type" only causes the production orientation of economic development, in addition to the financial difficulty at county level, have caused the serious "omission "of government's function at county level.Part five discusses the basic route of the reform of system at county level under the background of the integrating development in urban and rural China. Reforming the current system of registered permanent residence, issuing "the law of population registration" as soon as possible, reforming the unreasonable regulation of the current "election law". We should orient the role of the government at county level accurately in term of helping development of pool in urban and rural China, make government's organization structure at county level of development of pool in urban and rural China in order, group the team of civil servant at county level which meets the developing needs of pool in urban and rural China, set up the examination mechanism which meets integrating development in urban and rural China.Part six is a conclusion. This part summarizes the view briefly herein before, and proposes the expectation for the researches about integrating development in urban and rural China.
