Research On The Legal Issue About The Animal Products Quality And Safety Supervision In China

With the social progress and economic development, the requests about food quality have become demanding increasingly. However, in recent years, food safety has become an international problem. For example, in 1996 the British mad cow disease, in 1997, Hong Kong's avian flu, in Southeast Asia in 1998 swine encephalitis, Belgium in 1999 in countries such as dioxins, in 2001 the outbreak of foot and mouth disease in Europe as well as the disease of H1N1 have caused concern around the world inclusivly. Chinese food safety situation is also not optimistic, for example, the incident shocked the whole country of Sudan, large-scale outbreak of avian flu, blue ear pig disease, large-scale animal disease, the "Sanlu" milk powder containing melamine incident occurrence recently. These incidents have raised fears of food safety, especially with increasing demand for animal products, even underscores the need for this contradiction. The quality and safety of animal incidents infringe on the health of citizens, as well as the right to life, therefore, from a legal point of strengthening the supervision of the quality and safety of animal products, animal products not only to regulate the vendors, operators and even law enforcement behavior, to safeguard the citizens of the interests of our country can also increase the international competitiveness of animal products, and expand the export of animal products.This article synthesize the basic theories of law, sociology and management science, do the research about a large number of fundamental issues of supervision about the quality and safety of animal products of China, Multidisciplinary perspective on the issue of quality and safety of animal products to a more systematic analysis, the quality and safety of animal products for the study provides a theoretical basis for regulation.Though the analysis of animal products through the regulatory status of quality and safety, and the research about City of HuangZhou and the county of HongAn in Hubei Province, from animal feed, veterinary drug production sales link - keeping links - marketing, storage and transportation links of live poultry - slaughtering processing - product sales, storage and transportation links in the analysis of the five links to find out the current Chinese animal products lack of quality and safety supervision. By analysing monitoring the quality and safety of animal products abroad and learning the experience, I try to find out the advantages and disadvantages to propose a solution monitoring the quality and safety of livestock products in China.
