The S&ED represents the marriage under one umbrella of two earlier high-level dialogues begun under the George W. Bush administration: the Strategic Economic Dialogue convened by former treasury secretary Hank Paulson and the Senior Dialogue first convened by former deputy secretary of state Robert Zoellick and his successor, John Negroponte. This decision ended the doubt that whether the Obama administration will continue the dialogue between US and China by many scholars either in US or in China. Different from the traditional way American presidents used to take, president Barack Obama chose to build up such relationship between the two countries as focusing on collaboration rather than confrontation, which sounds a good resolution to the relations between the powers and the rising powers.Based on the S&ED, this thesis focuses on the cause and effect of the strategical dialogue by choosing energy collaboration as a case study. The author finds that dialogue diplomacy could be applied to explain the phenomena of S&ED, and dialogue could help and promote relations between US and China in most cases.
