The Investigation Of The Government Crisis Governance Upgraded Methods Under The Aspect Of Social Capital

The explosion of SARS in 2003 remarked the era of Chinese government crisis which is called"non-stable age". As the acceleration of globalization of economics and politics, the public crisis has become the common issue around the world. The behavior of every government becomes the public focus in public crisis. How the government acts efficiently to deal with crisis is considered as the biggest challenge to the government in China. The behavior of the Chinese government will directly affect not only the politics, economics and social development of China, but also the credibility and public figure of the government. Under the background of new era, handling public crisis in an effective way plays an important role in upgrading the public relationship between government and masses. How to develop, integrate and distribute a variety of social resources, improve the government's public crisis greatly has became the hot issues of theoretical and practical fields. Crisis management is an important part of public administration. There is the nature of sociality among the subject, object and the process of the crisis management. Particularly, the object of public crisis management-community crisis, which has many characteristics such as destructivity, uncertainty and sociality, these features require people to call as much as all community resources for crisis prevention, response and recovery. Social capital can be considered as a kind of social structural resources.From the basic level of sociality, this essay analyses the factors of crisis management, research the social capital of management of public crisis, which aims to provide government a new perspective and some new research methods for controlling public crisis.This essay researches and analyses the approach of public crisis management form the angle of social capital by the logical order of "Define the Concept-Theoretical Analysis- Reality Contrast-Upgraded Methods". Analyzing the internal relationship between social capital and the government's crisis management functions by put forward the definition of "Public Crisis" and "Public Crisis Management", "Social Capital" etc with the necessity of public crisis management, based on the context of public crisis management and social capital. In addition, summarizing the current situation of public crisis management and analyzing the reasons of public crisis management, in order to provide the optional methods of modern social capital for enhancing the performance of our government's public crisis management.
