On The Social Public Crisis Management Of Local Government From The Perspective Of The Social Capital Theory

China is undergoing a transitional period in which many public crises occur frequently, facing the new features of the social crisis, the government shift its management mode from government dominated to poly-centered mode, obviously, it is a great trend for all government to follow.This paper first defines the notion of public crisis and its management, then, introduces the theory of social capital, and based on the theory of social capital, this paper advocates a new analytical framework to solve the social public crisis.Secondly, this paper analyzes the problems exist in the crisis management process of the local government, after that, this paper uses the theory of social capital as a framework to analyze the common problem facing the government today in three major level, they are the macro level, the middle level and the micro level perspective,At last, this paper tries to find some ways to solve the problems for the local government, this paper believes that we should change the macro environment first, and cumulate the social gradually, besides, we should also construct the information transmission mechanism and change the governing model, at the same time, we should pay more attention to the traditional culture and the non-institutional factors which are supposed to have great impact on the management of public crisis, what we need to do is that perfecting the norms and the legal system, cultivating the citizen ship, constructing the autonomous organizations and upgrading the mechanism of social public crisis management of the local government.
