During the transition of the current Chinese society and transformation of the government functions, we focus on bring research methods of civil servants'work values in the public domain into managerial psychology and then do the empirical researches on civil servants to improve the situation that in the current China the researches on work values of college students are abundant, however, the researches about civil servants'work values, particularly the grass-root civil servants'are still relatively lack, especially the empirical researches. On the basic theory of concepts, theories, structure dimensions for civil servants are analyzed by literature research. On the basis of the literature and research, by the approach of psychological research, the author work out the survey on work values for the central grass-root civil servants, sampling civil servants of the two municipal departments in Hunan Province. Through empirical research methods, finding that status and structure dimensions of work values for the central junior civil servants, and verifying with the software of SPSS16.0. Meanwhile, the author examined the reliability and validity of the questionnaire, and had a preliminary discussion on the characteristics of work values for the grass-root public servants in the central region according to statistical variables.We know that: the questionnaire about work values for the central civil servants that is tested has good reliability and validity. Through the analysis of reliability and validity, principal component analysis and factor analysis, independent samples T test, ANOVA and other statistical methods, the results indicate that: (1) on the considerations of professional factors, Central junior civil servants take the occupational health factors in the first place, and then career development factors and finally the occupational prestige factors; (2) the structure dimensions of work values for the central grass-root civil servants are: the concept of public spirit, which the concept of self-development, the public service concept, impartial view, and the concept of public spirit includes concept of compliance requirements and ethics. (3) compare the differences in the structure dimensions of work values for the central grass-root civil servants by different demographic variables, finding that the gender variables in the view of the compliance requirements are significantly different; in the concept of self-development, the age variables have significant difference; education variables in the public service concept and the concept of the public spirit exist the significant differences; the time variables which engaged in administrative work and in the Ethics have significant differences; the concept of self-development vary greatly in different rank; regional variables exist significant differences in the fair and impartial view, self-development view and law-abiding concept.According to the characteristics of work values for the grass-root civil servants in the central local governments, we propose the route choice of reshaping work values for civil servants in the contemporary central region on the concept of public spirit, which the concept of self-development, the public service concept, impartial view, there are special theoretical and practical significance in doing well in scientific and rational arrangement and career development guidance, decreasing the corrupts, enhancing the work efficiency of the government departments and maintaining the government image.
