There are close relationships among work values and organizational commitment, job satisfaction, employee motivation and organizational citizenship behavior, and job burnout, working performance. The purposes of this study is to realize the current situation of the young civil servants’work values and job satisfaction, and then analyze the differences of dissimilar background variables on young civil servants’work values and job satisfaction, and explore the relationship between young civil servants’work values and job satisfaction. Finally, according to the results of the research, put forward some relevant suggestions on the management reform of the young civil servants.The study conducted a survey on the work values and job satisfaction of the young civil servants in JiNan. There were283civil servants who is under the age of35.The date were analyzed by SPSS17.0statistical software, and the statistic methods were inclusive of reliability and validity analysis, descriptive statistics, T-test, correlation analysis and regression analysis, and the study found that:The first, young civil servants have high overall job values, as far as six dimensions of work values, the order of attention from high to low is:interpersonal relations orientation, organization security and economy orientation, self-actualization and growth orientation, dignity orientation, stability and comfortable orientation, social value orientation. The second, overall job satisfaction of the young civil servants is low, the order of satisfaction with dimensions of job satisfaction from high to low is:the relationship between colleagues, superior, management system, work itself, self-development, working conditions, salaries and benefits. The third, partially dimensions of work values and job satisfaction differ significantly between young civil servants of dissimilar background variables. The fourth, there is close relationship between work values and job satisfaction, and there is positive relationship between them, work values and each dimensions of it are excellent predictors of overall job satisfaction, and organization security and economy is the best positive predictor of overall job satisfaction.Based on above analysis, some suggestions on administration of young civil servants were put forward such as:To strengthen the work values as the guidance of the civil servants’evaluation and selection; Strengthen young civil servants’social values orientation and their public service consciousness; Speed up the pilot project of performance related pay and flexible benefits in government departments, and push them forward; Create a sound environment for young grassroots civil servants’growth and development.
