Objective:To evaluate the present situation of the home-care nursing staffs in keramayi and the social benefits under the government-purchased nursing service model by divided the disability and handicapped elderly into two groups-the group with the government-purchased nursing service model and the group without it. methods:1) Using self-designed questionnaire to investigate the attitude of home-care nursing staffs about their condition and work environment. A descriptive design, cluster sampling method and longitudinal investigation was used.2) WHOQOL-BREF was used to investigate the life quality between the elderly with home-care and the 754 disability elderly without it. The data were analyzed with software SPSS version 16.0. Results: As for the home-care nursing staffs, there are 100 women home-care nursing staff in this area, average age at 36.95±6.21. The nursing staffs who think it is useful that training and routine check take 65%,96% of them think it is in accordance with their work and 91% think the training is very helpful to their work.78% of the nursing staffs think themselves are competent at their job,76% think it is difficult to develop nursing care for the elderly and 76% unsatisfied with their income. Among the 26 service measures, the nursing staffs show high approve, and master in a common degree but use in a low degree. As for the disability and handicapped elderly, their average age at 76.51±6.745, men more than women, the Han nationality take 85.1%, they were no different in demographic characteristics (P>0.05) in sexual distinction, educational background, residential level and children, they were different in demographic characteristics (P<0.01) in race, religion, marriage and income. They were different in demographic characteristics (P< 0.01) in Arrhythmia, Cor and Uremia. The group which take the government-purchased nursing service model have a better quality of life than the group haven't take it.Conclusion:We can conclude that the home-care nursing staffs is in good condition although it needs to be improved, The group which take the government-purchased nursing service model between than the other one on every level of quality of life, the government-purchased nursing service model has achieved good social benefits.
